Q: does it tie to the net or the frame?

Not sure what you're asking about. The net ties to the poles at the top with the straps that are already attached to the net and then there are the cords that you use to tie the net to the frame at the bottom. I tied a cord to the frame on one side of the "door" and laced it through the net and around the frame til I used the whole cord then I tied another to the end and kept going until about half-way around. Started on the other side of the door and laced down that side to where I had stopped and tied the two ends together.

The diameter of the frame. Order up.

Q: I can't figure out how to get the top straps to stay on the poles and there is nothing on the bottom of the net to keep it down on the trampoline?

The bottom is laced to the frame using the enclosed black laces--about 3-4 ft long each. Start at the door and do one on each side first to center your door between two poles. Continue lacing all around. For the top, I just tied the 2 straps together and placed them over the black cap of each pole.
